My little sister's social issues

She here sitting next to me... her story: she feels like her friendship group has deserted her since she has been at sixth form. (almost a year now) consequently shes been spending even more time than most would with her bf so i dont think that helps. She also said she has lots of friends everywhere but no friendship group and they go out without her and she is very lonely. i think she is losing self-confidence because she is now terrified of making friends at uni because she thinks everyone will hate her my advice to her was that she needs to either talk to her old friendship group and try and rally the girls and spend some time with them or to get in touch with one of her random friends and openly tell them she is having social issues and to ask if she can hang out with them. she just splatted herself on my bed in despair and is completely ignoring all my advice and making excuse, evidently i must be bad at advice...what would you tell her?
