Boyfriend frequently changes plans at the last minute.. which ruins my plans!

I need advice please. I have been with my boyfriend 9 months and we have a great relationship but he can never make up his mind. For example, I was out in town with him for the day shopping, the plan was he would stay at mine that evening. However he got a phone call from a friend who asked him to stay at his. He put the phone down, looked at me and said "I don't know what to do, ___ has just asked me if I would stay at his tonight", and he looks at me like he wants me to answer for him. So I say "you decide" and he says "but I want to spend the night with you", and just looks at me again. It is really frustrating, and I know this sounds selfish, but it's equally as frustrating because he never chooses to spend the time with me.. Or when he does, he later changes these plans, for example he had dinner with me but stayed at his friend's.

Another occasion recently, which really annoyed me, but I don't know if it should ... My boyfriend had just helped me move into my new student house. There was a event hosted by mutual friends which we both said we'd go to when we'd finished unpacking and depending on how tired we felt. After we'd unpacked, he said he wasn't going to go to the event because he wanted to spend the time with me. He then went out with 2 of his friends for the day, while I was planning something to do for the evening - we had planned to cook a meal, bake a cake and then relax with a film together. But instead while I was on the way to get the ingredients he rang me and told me he'd planned to go to the event instead. At this point, it was too late for me to go back and get ready for the event, so I had to give it a miss. But this left me feeling really upset, as I really wanted to go to this event but now I couldn't..

I don't know why I'm posting this really.. there's plenty more occasions where he just can't make up his mind... How to deal with this?
