Not sure whether to talk to friend about this

Our good friend has had a boyfriend for around 3 months now. It is her first serious boyfriend, and she seems very happy with him. However, our other friends feel as if she is neglecting us/making excuses as to why she cannot see us, but she is with him most of the time. For example, she did not come to an engagement party recently saying she could not afford it, but had been out shopping that day and really did not need any money just to turn up for an hour or something, and so people were a little annoyed. Now, she is having her birthday party soon, and a few people are not going, possibly because of this. I am going, and I am wondering if I should talk to her about this in private, not in a confrontational way, but to express how people have felt, or is it not my place. I do not want to cause any trouble, but at the same time do not want to seem two-faced. Should I talk to her?
