Would it be the start of WW3

I often wondered what would happen if a terrorist group got a nuke and set it off in the United States.

Now you can bet the house that someone is going to pay big time for it but this is where I'm puzzled.

If something like this happened, the nuclear experts can test the air and ground with all their gizmos and they can tell where this bomb came from or where the plutonium came from.

If the material was stolen or purchased make little or no difference, the fact is they set it off so how do you retaliate?

Blow up the country where the terrorists put the bomb together? Blow up the country where the material came from?

I can't believe even the country that hates the US most would be stupid enough to take in these terrorists without risking getting blown off the face of the earth.

Last. Would this country resort to using a nuke on the country of origin because there is a very high risk of starting a global nuclear war. Not to mention the nuclear fallout.

I'd like to here from everyone and here what they think and their opinion and keep it polite. I know it's hard sometimes I say stupid things too.
