Playing hard to get or not interested?

I feel like this girl I know is playing games with me. We do get along and we always jokingly make fun of each other. She's this way only with me, and sometimes she is borderline mean. Even when I'm trying to be nice to her, lol. I think she is doing this to try and hide the fact that she likes me. Am I right? Now what I'm confused about is that some signals that girls give you that they are interested I'm not getting from her. First, she won't touch me at all. A friend of hers always jokes that she wants to hug me but she herself told me "only in my dreams." haha. They say a girl also with laugh at all your jokes. She's laughs at less than half. I am a decently funny guy. She laughs real hard anytime someone else pokes fun of me (jokingly that is). So, what does that mean? It's either she has a monster crush on me and is trying everything in the book to hide it. Or she's just not interested in that way. BTW, she's lying about her age to me because I'm a little bit older than her. I know she's a year younger than what she's telling me. I just met her like a month ago.... Thoughts and advice?
