Both too submissive

My fiancé "Justin" and I just last night ended up having a "discussion" instead of having sex. We were both very frustrated and disappointed. I think what's going on is sex has a lot of power play in it so to speak. We really want to work it out though. It seems since I'm not dominant I am most turned on by male aggression which I am always asking for and not very often getting. He is most turned on by a female initiating sex and being on top which I do pretty often to please him though it doesn't please me. We're both stubborn though and the power dynamics that come up during sex ruin the mood and cause us both to argue and be disappointed. I feel like I'm losing my soul by giving in too much. He's waiting for me to make a move and I'm waiting for him to make a move and were both getting frustrated. Can anyone help us with this problem?
