If he asks you to formal, how likely is it that he likes you as more than a friend?

Ok, so I'm just a bit confused about my relationship with this guy? The short of it is, he asked me to formal but I couldn't go. We got on really well before and we've been closer after he asked me to formal. There might have been flirting, but I don't really know for sure :S

Can anyone explain this behaviour?
