How to make friends at college?

I'm starting a new year of a-level classes on Thursday. Everyone I know has left college to university as I'm a third year student. How do I make friends? The past two years I have been at college I didn't really make any so I'd like this year to be different. I can make small talk with people but that's it. I start to think we're getting along and then I realise groups have formed so I leave people alone because I feel like I'm annoying them. Any advice?
