understanding guy talk

I asked this guy that I'm kind of seeing if we have plans tomorrow or if I should make other plans, he responded: "If you want to spend time together/have dinner starting around 3-4 pm - you are welcome. Of course, if you have other (perhaps more exciting) plans - it is ok." I'm not exactly sure why this email annoyed me, but it did. Should I assume he doesn't really want to spend time with me and is trying to be nice?
