Does he like me? What happens next

I've been friends with him for a long time now and we have always maintained some contact whilst most of our other friends have slipped away We met up a couple of weeks ago to catch up over coffee and then to a film on Wednesday. Both times were initiated by him and both times it was just us two, whereas usually its with a group of other friends. Neither of us were particularly flirty of demonstrative. Does he like me and if so, why hasn't he said anything? Should I make the first move?
