For those of you who don't know, this is a rule that determines the minimum age of someone you can go out with. Take me for example. I am 23 and by this rule, the minimum age of girl I can go out with is 23/2 + 7 = 18.5. Technically by this rule I am not allowed to go out with anyone below 18 and a half (we'll round it down to 18 for simplicity :p).
