won't get married after 11 years

I've been with my partner for 11 years, we've had are ups and downs but after 11 years were still together. We also have 2 children together aged 2 & 4. We did get engaged approx 7 years ago but we broke it off as at the time we were having difficulties in the relationship. It's very hard to talk about anything to my partner he suffers with depression & anixety but I tried talking to him about marriage, I told him I would like to get married for the stability and for the kids (as my kids have his surname) but he told me he doesn't want to get married not now or ever. I feel heartbroken that ive been with him for 11 years and he doesn't want to commit to me and get married. I feel like I wasted 11 years for nothing and the only good thing that has come out this relationship is my kids what should i do stay with him not get married and except we'll never get married or move on??
