My boyfriend is a fake!

I've been with my boyfriend for about 6 months and he's great. Recently he's been asking me to hang out on a specific day, but then when it comes to the time we're supposed to meet, he avoids any mention of meeting up and we end up not doing it. It's incredibly frustrating and upsets me a lot, so I tried to talk to him about it but he said that's 'just the way he is' and he doubts I'll be able to change him. I feel like he's being disrespectful of my time, but I'm not sure how to get him to change - help?
