Why doesn't the girl ever ask out the guy?

Just a random thing I've always wondered. For instance, I don't get why a girl who has a crush on someone expects them to ask her out first instead of her making the first move. Is it looked down upon for the girl to make the first move or something? I'm a female btw. Posted from TSR Mobile
