Met really sexy guy and want to see again - is he keen or not?

i met this guy at a bar last night. he spent most of the time talking to my friends, i was talking to another group of people so i only met him when the bar closed and my friends introduced us. so we went to his place, a big group of us, they were really nice blokes, funny, and my 2 friends needed a place to stay. so this guy was clearly into me, for numerous reasons like we talked a long while away from everyone else because he engineered it... etc. anyway so later we all went to bed and he drove my friend home and i got into a bed alone but i kind of knew he'd be joining me when he got back. he did. at first we just talk then it escalates to kissing then he tries to have sex with me but i say no. it was really hot though we were both turned on and only wearing pants but i didn't want sex because even though i do not want a serious relationship, i knew he would not be interested after having gotten what he wanted, leaving me feeling used and regretful. so the rest of the night is just basically making out and more but nothing too far. we also talked a lot. i explained why i wasn't gonna have sex with him. he then took my number and gave me his. it was really nice time. he said (with kind of surprised tone) that is was actually really fun and nice. when i wake up i have to leave early and he drove me to where i wanted even though we only had maybe 1 hr sleep. he kiss me again. we talk in the car it is really nice, when i leave again, kiss and says we stay in contact. he text me this evening asking about my day etc. but after about 2 texts he didn't reply to my text... but it was late so he was probably out. i know he went out again tonight so he will probably some other girl right? i am only living here 1 month so i DO NOT want something serious from him, however i am not the drunken one night stand type. i wanna have sex with him but either sober or as a friends with benefits kind of thing. HE kind of told me last night (before he asked for my number and said we will stay in contact) i don't really know what to do. should i make the next move even though he didn't reply to my text yet and considering tonight he will probably pick up another girl? or should i just wait? the thing is i do really wanna have sex with him and if i just wait he will think i am not interested, especially as i "rejected" him... but why did he give me his number and then text me? he had no obligation. if i text him tomorrow what do i say
