Are "Hang-Outs" classed as pesudo dates?

Well basically me and this girl agreed that once we get back to uni that we should hang out at some point, now my friend said that hang-outs can be classed as small informal dates What do you people think? FYI: She said that my idea (Ice Skating) sounded like a good idea (however that was a few months ago ...)
