If you make plans with someone and they cancel..

If you make plans with a friend and they cancel on your for whatever reason, such as seeing another friend of theirs (if they've double booked) would you expect them to ask you if you would like to rearrange for another day? If they do not ask this, would you take it as a hint that they do not want to see you?
