What is the best way to go an meet new people?

I want to meet new people but haven't a clue where to start, I'm considering waiting till uni, but why wait till then? Also please no-one suggest clubbing, for two reasons. I hate the atmosphere and just clubbing in general and because I hate wasting my money on getting in to somewhere just to drink.
