Toward girls - treat them them mean, keep them keen?

So, with the situation of 'keep them mean, keep them keen', does this work or would you say differently? I'm talking about after you have met them once or twice, and want to meet with them again, would you make it obvious that you've been around on Twitter/ Facebook etc., and then a few days later straight up ask her out of the blue almost if she wants to meet up with just you, and then go from there. So, basically, if you want to meet a girl, and it's obvious you do, do you leave it a few days before you ask her out? Even though she can see you've been around on Facebook and so on? Or talk to her everyday, what would you do?
