By not making a decision, have they already made their decision?

Just curious what every one else's take is on this theory. Seriously, if you are passionate about something you go after it right? It doesnt take months to figure things out. I think you know in your heart one way or another but are too afraid to admit it. I think its rather selfish as it leaves too many people hurting while the one making the decisions is living the life they wanted...under the pretense of "I don't know.".
