Guy is purposely not looking at me, why?

In a group he will look at everyone else if they talk, if I speak he just looks down or starts fiddling with things. He will glance at me though if we're not in a group of people and he's just walking past or something. I think he's pretty cute and I want to talk to him but I feel like he's always bored in my presence
