what does this mean?

A guy commented today how he thought this girl was 'fit' he already has a girlfriend and i said jokingly 'what would your girlfriend think. ' He replied with ' there's nothing wrong with window shopping' what does this actually mean? It is implying that he would actually cheat with this girl? I'd just be interested to know. Thanks.
