"The OM/OW is just one text away"

This was a comment from another poster and it made me think: during a Reconcilliation, does the cheating wife or cheating husband have an upper hand in such a 'R' situation given that: a) their respective betrayed husband/wife desperately wants it to work and win their spouse back? b) the cheating wife/husband are not always 100% committed to the 'R' unless it weighs more in their favor? e.g. does the betrayed husband comply and do a lot more work during the 'R' because as the thread titles suggest, all it takes is one text/call and the OM/OW is back in the picture and the affair starts again?
