My friend constantly complains about not having a job but won't look for one

I've been friends with my friend Anna for 5 years. She graduated in 2011, and since then has fluctuated between being unemployed, working in retail and working for her parents business (a small shop). None of this is what she wants to do with her life, and she constantly complains about it. I've tried to help her in numerous ways - rewriting her CV, offering to mock interview her, sending her job ads, but nothing seems to work. For the last 4 years she has been procrastinating about finding a career job and never makes any moves towards it, while simultaneously complaining about her lack of a job constantly.

I'm totally at my wits end with her now. I've been very blunt about it and told her that if she doesn't actually apply for a job then it's very unlikely she will ever get one, but she still doesn't do anything about it. To top it all off, today I was offered my dream job after almost a year of interviewing and struggling for it, and she wasn't even happy for me and instead seemed jealous and bitter.

If anyone has any advice I would really appreciate it. I care about my friend and I want to see her succeed, but I don't know how to help her get motivated and stop sabotaging herself.
