Does he like me or not?

Basically there's this guy in the year above that I'm attracted to however he's related to my friend and the last time I've checked he has a girlfriend. However, these past few months has been weird because he's been staring at me lately even though I don't stare back at him I know he's looking and he's been trying to get my attention in various ways like whistling, sitting near me etc. Usually I would be like 'he's a freak' but my friend thinks he's interested in me, what do you guys think?
