She laughed at me when I asked her out

There is a girl I work with - I see her for maybe 30 mins a week. I get really mixed signals from her. When I talk to her she gets slightly agitated and often she fiddles with her hair when I talk to her in a way she doesn't with me other colleagues. I've only ever seen her twice outside of work and both times its been because she's been staring at me and I've noticed it. Whenever, we've talked we've got on, but we have talked almost exclusively about work. However, when I've asked her to do something individually at work (only once) and she's blocked me.

I then asked her out over the phone in a pretty lame way, not rude just not very confident and she laughed (full on laugh) and said probably not as she was away with family (which I now know to be a genuine story) but that we could 'discuss this' next time at work in a fairly off hand manner.

What on earth does this mean? I don't want make excuses, I can only see a small context in which this is positive. Any suggestions on ways to get a more final answer.
