For me it is a definite yes! :) I mean I'd admire her confidence to do that even if I don't find her attractive. It doesn't even have to be in a romantic sense but also if it's just a general friendly conversation. I don't mind initiating sometimes though. Also it makes her stand out from other girls who just wait for the guys to initiate at the start.
