Husband's habit is bothering me

My husband often wears only boxers when he's at home. He has this habit of touching himself when his pants are off. It seems like he is always scratching, fondling... I don't know if he is just playing with himself because it feels good or what but it is really bothering me. :confused: Even if we are snuggling in bed and I'm laying against him, he will be touching himself. It didn't use to bother me. But he won't let ME touch him at all. I'm not allowed to fondle, because he says it tickles, or it turns him on or whatever... I am really bothered and jealous that he touches himself all the time, and I'm never allowed to even touch for a second. This is on top of our drive mismatch. So it's just like rubbing salt in the wound, that he seems to enjoy touching himself. But doesn't want me to touch him, or have sex. He also always touches himself in the shower. Even if I'm in there with him. It makes me uncomfortable and hurt. He says he doesn't masturbate except sometimes if we go for more than a few days, during period week. (Which would be his choice by the way) I see his fondling all the time, as pretty much masturbating. Just not all the way to completion... Now I'm getting paranoid with thoughts that he is masturbating by himself all the time. Especially if we haven't had sex for a couple days. Again his choice. The thought of him choosing himself over me, is really driving me crazy. I don't think he is "masturbating" all the time. But it does bother me that he is touching himself all the time. Is it always sexual? Or do some guys just like to play with their stuff? I'm so confused. And I know it shouldn't bother me, but I think I'm jealous.:(
