Having trouble with no contact

My ex and I have been breaking up for a year and a half...on again, off again but never without contact several times a day on his part. (He wanted to break up, not me.) I've been reading posts about no contact and have been struggling with it. After trying to go cold turkey and failing for months on end I decided to break it up into smaller parts. First, me not initiating contact. Second, not seeing him. Third, not responding to his calls/texts... I'm still on step #1 and I'm STILL failing at it. I don't know what I'm waiting for...to be REALLY hurt??? He has a girlfriend (a bad relationship but that's his problem) but he still wants to see me every day. I just can't seem to pull the plug. Any support/advice would be welcome. Thanks!
