Why would a male do this?

what does it mean if a man (in his 40's, not that age matters) likes approaching and touching playfully now and and again ie wrapping his arm round to make an headlock, poking in the stomach, playfully punching etc.... but then when you touch him/playfully punch back he retreats and seems uncomfortable with it... How come its ok for him to do it but not me?
