Can't bring myself to initiate.

The last time we tried to have sex it was really late and I asked my husband if he would mind doing (something completely normal he has no problem doing) so I could get a bit more warmed up. He decided this meant I wasn't really interested and refused to continue. When I tried to discuss it with him he said it didn't matter. So three weeks later, I'm frustrated but am too uncomfortable to initiate anything. Did I do wrong?
